Although Sheep number 00243=17516=17516=17516 looks cool, it is a static sheep, and I expected all the sheep to be animated.

It is currently listed on the Top Sheep list, so obviously people like it.

Aren't there guidelines as to what constitutes a sheep?

It is possible to create a sheep that does not move, and it has happened before, but usually they are unpopular and die quickly.  The success of this one is quite baffling.
