ES runs choppy/briefly skips every 3-5 seconds

I have downloaded electric sheep and love it except for one thing. Every 3-5 seconds the animation briefly gets choppy as if it has been paused and unpaused in a fraction of a second. What could be causing this issue? I've checked CPU usage and it's less than 30 percent so that shouldn't be the problem.

what is your cpu, OS, and graphics chip? did you install the latest graphics drivers?

Same Problem

I have the same problem, additionally it causes my mouse input to become choppy as well. I had the same issue on my last computer when I tried Electric Sheep a few years ago.
I'm running windows 7 64bit with the latest stable graphic drivers (266.58)

CPU: QuadCore Intel Core i7 950, 3500 MHz (22 x 159)
Motherboard: ROG Rampage III Extreme
RAM: 24567 MB (DDR3-1600 DDR3 SDRAM)

GPUS:
NVIDIA GeForce 210 (512 MB)
Asus GeForce GTX 470 (1280 MB)
eVGa GeForce GTX 470 (1280 MB)
Electric Sheep is installed on a SSD.

The only thing that I can think of that my old computer has in common with my new one is that it uses an SLI configuration.
